Dr. Bishop is the Director of Policy with National Opportunity to Learn (OTL) Campaign, an initiative of the Schott Foundation for Public Education, a national equity movement building effort focused on building an opportunity nation for all students. He is also Executive Director of Opportunity Action, an organization that promotes policy and elections work in the areas of high quality early learning, well-prepared and effective teachers, resource equity and college and career readiness for the 21st century.  Mr. Bishop also is the national coordinator for the Coalition for Teaching Quality, a 100 plus member group representing civil rights, labor, parent, rural, principal, higher education and youth organizations committed to all students having access to well-prepared and excellent teachers and principals.  

Prior to joining the Schott Foundation, Dr. Bishop was the Director of Strategic Initiatives for the Partnership for 21st Century Skills (P21), a national advocacy organization that promotes 21st century readiness in 18 partner states. 

Before P21, Dr. Bishop was Director of Education for the National Association of Latino Elected & Appointed Officials (NALEO) Educational Fund. In that capacity, he was responsible for the overall design, implementation and development of education policy institutes and leadership training opportunities for Latino elected officials across the United States. 

Dr. Bishop serves on a number of boards, including the Center for Teaching Quality.  He has an extensive education policy background, serving in numerous positions, including as a governor appointed member of the California Postsecondary Education Commission (CPEC). He has a bachelor’s degree in Communication and Media Studies from California State University, Chico and a M.A. and Ph.D. in Educational Leadership, Policy and Organizations from the University of California, Santa Barbara.
