My daughter has non-Hodgkins lymphoma

My daughter has lived in London for 18 years. Five years ago, she was diagnosed with non-Hodgkins lymphoma. Thankfully, she is in remission but her condition is considered incurable.
She would like to return to Missouri to be near family. However, since our state has refused to implement the Pre-existing Condition Insurance Program (PCIP) portion of the health insurance law. She would, of course, have a job with insurance, but if she gets sick and cannot work, she will have no insurance.
So, effectively she cannot return home.
